The 8 Proposals To Redevelop A Hotly Debated Site In Chevy Chase

After years of debate, D.C. is reviewing eight proposals to redevelop the Chevy Chase Civic Site, all of which would replace the aging library and community center with new public facilities and housing. The proposals vary widely in scale, affordability mix, and amenities, reflecting different visions for balancing community space, housing needs, and neighborhood character.

The eight proposals:

True Ground Housing Partners: A fully affordable, family-oriented project with 113 units above a new library and community center, plus courts, a playground, and a community garden.

Chevy Chase Development Partners (Banneker Communities & H&H Realty): A senior-focused development combining a large library and community center with mixed-affordability senior housing and outdoor amenities.

Chevy Chase Commons (The Community Builders & Menkiti Group): An all-affordable 120-unit proposal anchored by a DC Central Kitchen café, expanded community center space, and family-sized units.

EastBanc–Victory Housing–Rosewood–Montage team: A senior-oriented, all-affordable concept pairing a sizable library and community center with below-grade parking.

Gilbane Development & Cubed Partners: A 191-unit all-affordable proposal with a modern civic building and extensive outdoor public space, including transit amenities.

Lincoln Westmoreland Housing: A large affordable rental project offering a wide unit mix, a civic plaza, and multiple outdoor recreation courts.

Rift Valley Partners – The Hub of Chevy Chase: A mixed-income proposal combining affordable, workforce, and market-rate housing with a new library, community center, neighborhood retail, and robust outdoor amenities designed to activate the site year-round.

Urban Atlantic–CSG Urban Partners–NHT Communities: An all-affordable development centered on a public plaza, with family-focused recreation features like a playground and splash park.
